Fiji: Republic of Fiji Military Forces enhance maritime security to improve drug fight

On 8 April, the Commander of the Republic of Fiji Military Forces (RFMF), Major General Jone Kalouniwai, signed a Memorandum of Agreement with Fiji Pine Chief Executive Officer Ratu Rakuita Vakalalabure to establish a Forward Operating Base (FOB) at the Malau Port in Labasa, north-east Vanua Levu. Maj. Gen Kalouniwai stated that the FOB will help the RFMF’s Naval Division monitor Fiji’s Exclusive Economic Zone, combat illegal fishing, and respond to transnational threats. The RFMF will construct wharves and jetties at the port to support naval operations.


Assessment: The establishment of the FOB aligns with Fiji’s proposed National Security Strategy 2025–2029 and the RFMF Capability Development Plan, which prioritises maritime surveillance and response capabilities. More specifically, the Navy has had a forward operating concept since early 2024. Once operational, the FOB will allow the Navy to sustain operations in the Northern Division for longer as well as extend the range of current vessels. These operations are focused on maritime protection and transnational organised drug crime.
