Papua New Guinea: Cabinet reshuffle intended to improve government's standing ahead of 2027 general election
On 14 July, Prime Minister James Marape announced a cabinet reshuffle and government reforms, assuming direct responsibility for the Correctional Service portfolio alongside the National Volunteer Service and Sports. Six cabinet ministers were replaced alongside several portfolio changes, including Defence, Health, Immigration, Commerce and Industry, Transport, and Coffee. PM Marape said the reshuffle followed a review of ministers' attendance, electoral commitments, and their personal health. PM Marape also announced reforms to public financial management, transferring key financial functions between the Finance, Treasury, and National Planning departments and reassigning oversight of selected state-owned enterprises and the Climate Change and Development Authority.
Assessment: While annual reshuffles are routine, this reorganisation is a direct effort by PM Marape to improve the government's standing ahead of the 2027 general election (however, PM Marape's assumption of direct responsibility for Correctional Services is likely a short-term reaction to recent jailbreaks in East New Britain and the Western Highlands). The new Defence Minister will be responsible for addressing the findings of the PNG Defence Force recruitment inquiry once complete, but this is likely to be resolved before campaigning for a mid-2027 election begins. Major election issues are likely to be the cost of living, employment, and the El Niño response whose socio-economic effects are likely to continue into March–May 2027.
