Samoa: More robust measures to deal with future power crises

On 29 April, the Controller of the National Emergency Operation Centre (NEOC), Lealaisalanoa Frances Brown-Reupena, confirmed the expiry of the state of emergency (SoE) declared on 31 March. The SoE’s end follows the installation of five rental generators in the past weeks to supply energy to households on Upolu. Separately, the NEOC confirmed the receipt of 473 compensation applications from households, businesses, and other groups affected by the power rationing. The application will be reviewed before the government provides assistance. Additionally, energy experts from the Japan International Cooperation Agency (JICA) and Okinawa Electric Power Incorporated are expected to visit the country from 24-30 May 2025 to assist Samoa’s Electric Power Corporation (EPC) to review engines and control systems, strengthen the monitoring functions of dispatch centres, and enhance the system’s ability to respond quickly to grid disturbances.


Assessment: The government, with coordinated support from the NEOC and EPC, acted swiftly to manage the power crisis, including future measures to maintain the power supply stability. While some challenges remain in the power sector, the government is very likely to implement additional measures to address future power problems permanently.
