Samoa: Prime Minister fears public service corruption enabling transnational drug trafficking

Around 19 December, Prime Minister La’aulialemalietoa Leuatea Schmidt announced that Members of parliament including himself will undergo drug testing in 2026. The announcement comes as a Biosecurity employee and teachers were caught in separate methamphetamine arrests, while two senior police officers were also sacked for positive drug tests. Additionally, on 24 December, Prime Minister Schmidt ordered the termination of a drug unit police officer for tipping off a suspect prior to a drug raid. 


Assessment: The PM’s announcement of planned drug testing indicates a growing concern of corruption within the public service as an enabler of increased drug trafficking and drug related crime over the last 12 months. The PM has not mentioned how institutional trust will be maintained if law enforcement and other public servant arrests continue to surface.While legislation unlikely exists to directly remove MPs or other civil servants for positive drug tests, social pressure is highly likely to be used to force resignations.
