Tonga: New Prime Minister highly likely to be a more compliant PM than his predecessor

On 24 December, Dr. 'Aisake Valu ‘Eke was elected as the 19th Prime Minister of Tonga. Dr. ‘Eke defeated rival candidate and Trade Minister Viliami Latu in a 16-8 secret ballot vote. The election of Dr. ‘Eke followed the resignation of his predecessor, former PM Siaosi Sovaleni, ahead of a motion of no confidence (MONC) vote on 9 December. Disagreement between PM Sovaleni and King Tupou VI around primacy over defence and foreign affairs representation and decision-making was believed to be an underlying cause for the MONC. Dr. ‘Aisake will be officially sworn in on 3 February 2025 after which a 12-member cabinet with at least two nobles will be named by the Prime Minister. He has outlined plans to address the prevalent culture of silence within the civil service, construct a bridge to improve traffic flow, promote the fishing industry, and invest in biogas projects to reduce electricity costs. 

Assessment: Dr. ‘Eke is highly likely to be a more compliant PM for King Tupou VI than former PM Sovaleni. The King was instrumental in switching the support of Nobles serving in PM Sovaleni’s Cabinet to Dr. ‘Eke (see PACSUM #10, 5-18 December). The King’s interest in defence and foreign affairs likely represents a traditionalist approach toward his role in government, rather than an interventionist one. Dr. ‘Eke’s priorities reflect a domestic focus and illustrate a clear distancing from defence and foreign affairs. A conflict may develop over financial and budgetary issues given Dr. ‘Eke’s extensive background in this area. Before entering politics in 2010, he served almost 20 years in the Ministry of Finance and National Planning, including as Secretary for Finance. Since becoming a Member of Parliament, he has served as Minister of Finance and National Planning, Minster for Fisheries, and Minister for Prisons.
