Bougainville: Bougainville almost certain to maintain September 2027 independence timeline amid PNG political delays
Around 23 March, PM Marape hinted that the parliamentary vote on the 2019 Bougainville referendum may be held in September 2026 rather than June. In December 2025, during a Joint Supervisory Board meeting, representatives of Papua New Guinea (PNG) and Bougainville agreed to take a final decision in PNG’s national parliament over the future of Bougainville’s political status by June 2026. As recently as 20 January, Bougainville President Ishmael Toroama has previously stated that Bougainville would declare independence on September 1, 2027 regardless of PNG’s processes. This position has been reiterated by at least one senior member of President Toroama’s party since PM Marape’s statement.
Assessment: Bougainville will highly likely maintain the September 2027 timeline to declare independence, regardless of the likely delay in PNG’s political process. Further delays without visible progress by the PNG Government will likely lead to renewed formal mediated talks. Widespread violence is unlikely to occur in the near term, however, prolonged delays without reassurance from political leaders may lead to isolated incidents targeting PNG interests in Bougainville or attacks on Bougainville citizens in PNG.
