Fiji: Measures implemented to manage HIV outbreak and drug crisis

On 22 January, the Minister for Health, Dr. Antonio Lalabalavu, declared an HIV outbreak  following a 98% surge in reported cases (from 552 cases in the first half of 2024 to 1,093 from July to September). Half of cases have been attributed to transmission through shared injectable drug use. The Indian High Commissioner to Fiji, stated that India would provide funding, supply medicines, and support awareness programmes. Separately, Defence Minister, Pio Tikoduadua, affirmed the Republic of Fiji Military Forces’ (RFMF)  would support the Fiji Police Force (FPF) with the ongoing drug crisis, but emphasised that the FPF will remain the lead agency. Pio stated that RFMF support was aligned to the Constitution, and specifically mentioned logistics, intelligence, and additional staff.


Assessment: More syringe sharing transmission cases are likely to increase following the continued illicit drug supply and use. A steady provision of medicines and funds from India, a world leading country in the pharmaceutical industry, is expected to supplement the 90-day HIV Outbreak Response Plan and the Fiji National HIV Surge Strategy implemented by the Ministry for Health. The RFMF’s support role announcement is likely to be an additional government measure implemented in response to the HIV surge.
