New Caledonia: Bomb threat indicates increasing tension over autonomy negotiations

Over 4-9 February, French Minister for Overseas, Manuel Valls, hosted all parliamentary parties in Paris for one-on-one talks. On 12 February, it was announced he would visit New Caledonia to continue talks in a multilateral forum from 22-26 February. Minister Valls further acknowledged that the group’s stances are currently “quite far apart” as the Union Calédonienne (UC) continued calls for United Nations oversight of the process. On 13 February, a bomb threat was emailed to Nouméa’s domestic airport, Magenta Airfield, that was later found to be a hoax. France’s Ambassador to the Pacific also announced on 14 February that autonomy discussions would include expanding the electoral roll, the issue which sparked the May 2024 riots. Public assembly, including marches and demonstrations, remains prohibited in Nouméa.


Assessment: The bomb threat indicates public and political tension were high ahead of Minister Vall’s visit and the next stage of autonomy negotiations. It has not been confirmed who was responsible, but the continued hardline taken by UC toward negotiations is likely to be linked, either directly through its action arm, the Field Action Coordinating Cell (CCAT), or indirectly by UC supporters acting independently. Although a hoax, the bomb threat was likely intended to send a message to Minister Valls to take UC’s stance seriously and that political violence is within their capability (although political violence would likely take the form of rioting, arson, and roadblocks as seen during the mid-2024 violence). These actions are likely to work against UC and distance the other pro-independence parties further from a combined position, almost certainly delaying negotiations.
