Niue: New infrastructure programme will drive all national development projects over the next five years
On 29 June, Niue officials launched the five-year Niue Infrastructure, Ecosystems, and Communities Integrated Project (Niue IECI), with support from the United Nations Development Programme and Conservation International. The AUD$13 million project combines funding from the Global Environment Facility Trust Fund, the Special Climate Change Fund, Conservation International, and national co-financing, with funding channelled through local governance structures including the Niue and Ocean Wide Trust. The project centres on strengthening the long-term protection and financing of the Niue Nukutuluea Multiple-Use Marine Park, while also upgrading infrastructure in coastal and remote communities. Works will include multi-purpose emergency shelters, restoration of vulnerable coastal areas using nature-based solutions and local knowledge, and cleaner energy systems to reduce reliance on imported fossil fuels. The project is expected to directly benefit more than 70% of Niue's population and is now moving into early implementation, with consultations planned across Niue to shape final designs.
Assessment: Niue IECI is almost certain to be the primary driver of infrastructure, resilience, and social development in Niue to 2031. New development projects will have to link to the framework, particularly community consultation, environmental protection, and climate resilience.
