Region: Japanese maritime and emergency response assistance continues to increase

Over 20 August to 1 September, senior Japanese foreign affairs officials outlined increased support for Fiji and the Solomon Islands in separate bilateral engagements. On 20 August, the Chairperson of the Policy Research Council for Japan's ruling party, Takayuki Kobayashi, stated support for maritime surveillance, security cooperation, energy, and addressing illicit drugs and the HIV epidemic. Kobayashi also reiterated Fiji's role as a regional hub. During the Pacific Islands Forum, Japan's State Minister for Foreign Affairs met Solomon Islands ministers, outlining support for education, airport infrastructure, and football – explicit support at this stage included technical experts while projects are being scoped. A Solomon Islands minister noted that the current government was looking to increase engagement with traditional partners, including Japan.

Assessment: The visits and commitments are a continuation of increased support to South Pacific states evident over the last 12 months. In the area of maritime security and emergency management alone, Japan has provided Fiji with three Navy patrol boats, medical equipment, enhanced satellite monitoring, and major oil-spill response equipment. In November 2025, Japan upgraded its bilateral relations with Fiji with the announcement of the Lomavata Kizuna Partnership. Japan has provided similar vessels as well as technical maritime training to Vanuatu, Tuvalu, Kiribati, and Tonga over the same period. In the Solomon Islands, Japan announced a development loan in July, conducted a hospital upgrade, and initiated support for the education sector. Solomon Islands support is likely to remain closely tied to the Solomon Islands Government priorities. In general, Japanese assistance is likely to continue to increase in the maritime domain and in Fiji in particular.
