Solomon Islands: SIPA likely to seek other avenues to delay negotiations and subsequently increase likelihood of strike threats at Port

Around 15 April, the Trade Dispute Panel (TDP) ruled to formally recognise the Workers Union of Solomon Islands (WUSI). The ruling came after Solomon Islands Ports Authority (SIPA) workers voted in favour of WUSI to represent them during a secret ballot held in Honiara and Noro, Western Province. WUSI President Mr. Tony Kagovai urged SIPA management to sign the Recognition Agreement to expedite a dialogue on other grievances. SIPA’s legal advisor indicated SIPA had yet to decide how to respond.

Assessment: SIPA is very likely to begin negotiations with WUSI following the legal ruling. However, SIPA is likely to seek other avenues to avoid addressing WUSI’s grievances, such as unpaid backpay. This is likely to lead to further threats of strike action by WUSI and legal action by SIPA.
