New Caledonia: New High Commissioner appointment indicates France’s intent for more active Indo-Pacific role

On 1 April, during his visit to New Caledonia, the French Minister for Overseas stated he saw the territory being more active in the region. He claimed New Caledonia was at the forefront of France and the European Union’s  Indo-Pacific presence, from a military, diplomatic, economic and scientific perspective. Separately, on 9 April, Jacques Billant was announced to replace the incumbent New Caledonia High Commissioner, Louis Le Franc. Billant had a long military career and has previously served in two additional overseas territories.


Assessment: Billant has almost certainly been appointed with two critical political-military purposes in mind. First, he will oversee the implementation of new sovereignty arrangements and provincial elections over May to November 2025. These internal events will demand increased security and political management. The second key purpose will be to expand France's role in the strategic competition between China and the US, including increasing regional ties throughout the South Pacific. Additional multilateral military exercises and economic development are highly likely during Billant’s posting.
